Procurement Specialist (II)Position Overview
The Procurement Specialist is responsible for sourcing, evaluating, and purchasing materials, equipment, and services in support of both engineering consulting projects and distribution operations. This role ensures compliance with company policies, FAR/DFARS regulations, and client requirements while maintaining cost-effective and timely supply chain operations.
Key Responsibilities
Strategic Procurement
Identify and qualify suppliers and subcontractors for engineering, technical, and distribution needs.
Develop and issue RFQs/RFPs, evaluate bids, and negotiate pricing and delivery terms.
Manage vendor relationships to ensure performance, quality, and on-time delivery.
Maintain vendor databases, price lists, and performance records.
Compliance & Contracting
Ensure all purchases comply with federal acquisition regulations (FAR), DFARS, and internal purchasing policies.
Assist in preparing purchase orders, subcontract agreements, and modifications.
Coordinate with legal and program management teams to ensure contract terms protect company interests.
Monitor small business, local content, and socioeconomic participation goals as required by government contracts.
Operational Support
Collaborate with engineering and logistics teams to forecast material requirements.
Manage inventory levels for the vending/distribution division and coordinate shipments.
Track order status and resolve issues related to delays, shortages, or non-compliance.
Reconcile invoices, purchase orders, and delivery receipts for accuracy and completeness.
Data & Reporting
Maintain procurement records in accordance with audit and regulatory standards.
Prepare cost analyses, savings reports, and supplier performance metrics.
Support budget planning and contribute to pricing proposals for new bids.
Qualifications
Education & Experience
Bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or related field (required).
2–5 years of procurement experience, preferably in a government contracting or engineering environment.
Familiarity with FAR/DFARS, GSA schedules, SAM.gov, and small business set-aside requirements.
Experience with ERP systems or procurement software preferred.
Skills
Strong negotiation and communication skills.
Analytical thinking and attention to detail.
Proficiency in Microsoft Excel, SharePoint, and procurement databases.
Ability to manage multiple priorities under strict deadlines.
